A shower of executive decrees from the first day of Joe Biden’s mandate, this is what his main right-hand man, Ron Klain, announced in a memorandum published on Saturday, January 16. It is according to him “Not only to repair the most serious damage of the administration [de Donald ]Trump, but also to start moving our country forward ”.

After having detailed the “Four crises” that the Democrat will be faced with as soon as the swearing-in ceremony ends – the one linked to the Covid-19 epidemic, the resulting economic collapse, the climate crisis and the crisis “Racial equity”, illustrated by the phenomenon of police violence – the next White House chief of staff has announced a plan for the first ten days of the Biden presidency.

“About a dozen” of decrees will be signed in the afternoon of Wednesday according to the memorandum. Among the most anticipated is the return of the United States to the Paris agreement to fight against global warming, less than three months after the official exit from the country – it was announced in May 2017 by the outgoing president, Donald Trump. Joe Biden will also tackle one of the main first decisions of his predecessor: the controversial ban on access to American territory for nationals of countries with a Muslim majority.

In a gesture to the Democratic left, Joe Biden should also decide to extend the moratorium on part of the student debt, just like the one on housing evictions and foreclosures, in the context of unemployment indexed to the severity of the epidemic of Covid-19 and which started to rise again in December 2020.

Battery of decrees

Regarding the health crisis itself, Ron Klain has promised that Joe Biden will impose the wearing of masks for a hundred days within the limits of his powers. This obligation will only apply to federal buildings or territories, as well as to travel between States. A new battery of decrees specific to the fight against the epidemic is scheduled for Thursday, January 21. A third salvo dedicated to supporting the economy is mentioned by the next White House chief of staff for January 22.

And the pace is not expected to abate, Klain added, until 1er February. It was around this time that Joe Biden could speak at a “joint session of Congress,” a substitute for the traditional State of the Union address, the first of which comes after a year in the White House.
